The Board of Directors of the Port Authority has the function of governing and managing the port, without prejudice to the powers that correspond to the president. The Law on State Ports and the Merchant Marine (Ley de Puertos del Estado y de la Marina Mercante, in Spanish) establishes their composition, functions and incompatibilities.
